MINUTES OF THE COUNCIL MEETING
HELD ON MONDAY 4th NOVEMBER 2024 AT 7.00 PM IN THE JUBILEE ROOM
PRESENT: Cllrs S Moore (Chair), A Price (Vice Chair), J Hutchinson, H Kendall, Y Perrett, W
Evans.
In attendance: N Rapley, Clerk to the Council

1. APOLOGIES FOR ABSENCE
None were received.

2. DECLARATION OF INTERESTS
None were made.
3. MINUTES OF PREVIOUS MEETINGS
The minutes of the Council meeting held on Monday 7
th October 2024 were APPROVED by Councillors
present at that meeting and signed by the Chair as a true and accurate record.
4. REPORTS FROM BOROUGH AND COUNTY COUNCILLORS, CLERK & RFO.
The Clerk and RFO’s reports were circulated prior to the meeting. Cllr Perrett gave a verbal update on the
meeting held at Surrey Heath Borough Council held to confer Freedom of the Borough to a number of
citizens. No other reports were received.
5. RECREATION, PLANNING AND ENVIRONMENT
(a) Remembrance Sunday
Councillors discussed the final arrangements for this years Remembrance event on Sunday 10th
November and AGREED to meet at the village hall at 9am to set-up.
(b) Cricket wicket
Councillors considered the Clerks report regarding funding options available to improve the cricket
wicket on the recreation ground. Surrey Playing Fields Association was discounted as they only
support applications up to £1000.00. It was AGREED that the Clerk would pursue an application via
Your Fund Surrey small projects fund and seek the assistance of our County Councillor. The Clerk will
report back to a future meeting.
(c) VE80
Councillors REVIEWED the Clerks update on national arrangements for VE80 to be held on Thursday
8
th May 2025 and AGREED to take part in the proclamation at 8am, flag raising at 9am and the lamp
lighting event at 9.30pm. It was further AGREED that the Clerk will liaise with the Church regarding
bell ringing and monitor any updates and return these to a future meeting.
(d) Scouts shooting activities
Following a discussion regarding processes and safety measures, it was AGREED to allow the Scouts
permission to use the Scout and Guide Hut for indoor shooting activities. The Clerk will write to inform
the Scouts of the decision.
6. ADMINISTRATION / FINANCE
(a) Handyperson provision
The Chair of the Human Resources Committee, Cllr Price, gave a verbal update on the proceedings
at the meeting held on Friday 1st November 2024. Following a discussion, it was AGREED to adopt
the decisions made at that meeting to employ a part-time handyperson in a paid position. The Clerk
will initiate the recruitment process, and a further meeting of the Human Resources Committee will
be held as appropriate for interviews and selection. It was also NOTED that this process will not
need to be returned to full Council for approval.
(b) Councillor Balance Scorecard.
Councillors reviewed the Clerks 6
th month update on progress made towards the Councils priorities
for this administration, and it was DECIDED that an application for a Local Council Award be
returned to a future meeting for consideration.
(c) Nationwide 95-day access saver account
The Clerk gave a verbal update on the progress of the changes needed to this account. The Clerk
also gave an update on the letter received from Lloyds Bank stating that the Councils Treasury
account will be closed in January and transferred to a chargeable business account. The Clerk will
liaise with the RFO and return this item to a future meeting for consideration.
(d) Policy review
The policies below were reviewed and actioned as noted
i) Retention and disposal – AGREED and ADOPTED
ii) Model Publication Scheme – AGREED and ADOPTED
iii) Sickness – The Clerk will REVIEW the clause relating to staff other than the Clerk and RFO
iv) Disciplinary and grievance – AGREED and ADOPTED
v) Training and development – AGREED and ADOPTED
vi) Emergency and dependents leave – AGREED and ADOPTED
vii) Annual leave – The Clerk will review the clause relating to holiday requests
It was NOTED that the policies for sickness and annual leave will be returned to a future
meeting for review.
(e) Payment of Accounts and Financial Statement
The financial position as of 31
st October 2024 was NOTED, the payments listed were APPROVED
and the signing of cheques was AUTHORISED and UNDERTAKEN.
There being no other business, the meeting was closed at 9.16pm
The next full Council meeting will be held at 7pm on Monday 2
nd December in the Jubilee Hall
