- DECLARATION OF INTERESTS
Cllr Price declared a non-pecuniary interest in item 7d, as she drives the tractor at the Strawberry Fayre
- MINUTES OF PREVIOUS MEETINGS
The minutes of the Council meeting held on Monday 2nd December 2024, and the Human Resources Committee held on Wednesday 27th November 2024 were APPROVED by Councillors present at the meetings and signed by the Chair and Chair of the Human Resources Committee as true and accurate records.
- REPORTS FROM BOROUGH AND COUNTY COUNCILLORS, CLERK & RFO.
The Clerk and RFO’s reports were circulated prior to the meeting. Cllr Perrett gave a verbal update on a petition started by Dr Al Pinkerton MP relating to the potential postponement of the upcoming County Council election.
- DECISIONS MADE BETWEEN MEETINGS
The renewal of the gas supply contract for the pavilion for a one-year fixed term was NOTED
- RECREATION, PLANNING AND ENVIRONMENT
- ROWIP consultation response
Councillors reviewed the consultation and AGREED their collective response, which the Clerk will upload accordingly.
- Play space repairs
Following a discussion, it was DECIDED that the repairs necessary to the rope ladder, toddler swing and dolly swing will be carried out inhouse by the handyman with assistance from Councillors if required.
- Planning update
The Clerks report on the update received by the Society of Local Council Clerks outlining changes made to the National Planning Policy Framework was NOTED.
- ADMINISTRATION / FINANCE
- Precept 2025/2026
The tax base figure for Bisley had been received prior to the meeting, and following a lengthy discussion and review of the report received from the Responsible Finance Officer, it was unanimously AGREED to set the precept for 2025-2026 at £117, 580, an increase of 23%. The Clerk will prepare an article for the Bisley Residents Association newsletter for Councillors approval.
- Policy review and adoption
The policies below were reviewed and actioned as noted
- Annual leave – AGREED and ADOPTED
- Sickness – AGREED and ADOPTED
- Anti bullying and harassment – AGREED and ADOPTED
- Millenium Clock
Councillors reviewed the quotations provided for the renewal of the maintenance contract for the Millenium Clock received from Smiths of Derby and AGREED unanimously to accept the three-year fixed option of £801.00, to commence from the next service due in October 2025.
- Strawberry Fayre
Councillors considered the request from the Strawberry Fayre Committee for permission to hold the event free of charge on the Village Green on Sunday 29th June 2025 and permission was GRANTED. It was NOTED that the Clerk will advise the committee of the decision and will also advise that there will not be any funding available from the Parish Council this year, due to the removal of the grants and donations allowance from the budget. It was further NOTED that Councillors will be available to help with the set-up and break down of the event as in previous years.
- Annual Parish Meeting
Following a debate, it was unanimously AGREED to continue the same format as in previous years for the upcoming Annual Parish Meeting/Assembly on Friday 7th March 2025. The Clerk will commence arrangements, and this will be returned to the next Council meeting for review. It was further AGREED to confirm that the event will be held in the Jubilee Room. A further DECISION was made to move the monthly March meeting to the Pavilion as a cost-saving exercise.
- Annual Council Meeting
It was NOTED that the date scheduled for the Annual Council Meeting falls on a Bank Holiday, and it was unanimously AGREED to re-schedule for the following Monday, May 12th 2025.
- Payment of Accounts and Financial Statement
The financial position as of 31st December 2024 was NOTED, the payments listed were APPROVED and the signing of cheques was AUTHORISED and UNDERTAKEN.
- Bank reconciliation and expenditure and income
The bank reconciliation as of 31st December 2024, and the expenditure and income for quarter three from April to December 2024 was NOTED
There being no other business, the meeting was closed at 9.20pm
