MINUTES OF THE COUNCIL MEETING
HELD ON MONDAY 8
th JANUARY 2024 AT 7.00 PM IN THE JUBILEE ROOM
PRESENT: Cllrs S. Moore (Chair), A. Price (Vice Chair), J Hutchinson, H Kendall, Y Perrett,
W Evans.

1. APOLOGIES FOR ABSENCE
None were made.

2. DECLARATION OF INTEREST
None were made.
3. MINUTES OF PREVIOUS MEETINGS
The minutes of the Council meeting held on Monday 4
th December 2023 were unanimously
APPROVED and signed by the Chair as an accurate record.
4. UPDATES FROM COUNTY AND BOROUGH COUNCILLORS
None were received.
5. RECREATION, PLANNING AND ENVIRONMENT
(a) Floodlights on the recreation ground.
Following a discussion, it was AGREED to accept the quotation from Pirbright Electrical to
undertake the necessary repairs designated as Code 2 works in their report on the enclosure
lights. It was also AGREED that Council will source the missing plate from the lighting column
directly.
It was further AGREED that the bulbs in the training lights will be replaced with like for like LED
alternatives to the current sodium lights, and that the wattage required will be determined upon
inspection by Pirbright Electrical.
The Clerk will seek further advice regarding the intercom unit and necessary phone contracts, sim
cards and apps needed to manage the lights for facility hirers.
A budget provision of £15,000 was APPROVED, in addition to the existing provision of £15,000.00
therefore totalling £30,000.00 for the project.
(b) Bisley book exchange.
Following a discussion, it was AGREED to accept the quotation from Phil Lamy to paint the phone
box book exchange at Clews Lane. It was also AGREED that the Clerk will create new signage to
remind residents that the facility is an exchange for all to benefit from, rather than a free book
shop.
(c) Pavilion Lane
It was AGREED that the Clerk will investigate if any of the residents on Pavilion Lane are
responsible for the upkeep of the lane in front of their property prior to sourcing quotes for work to
be undertaken on the potholes.
(d) Jay Millers Circus
Following a discussion, it was AGREED to offer the circus either date that they requested for
September, and that the hire charge for the Village Green will remain at £300.00. The Clerk will
liaise with the Scouts regarding the charge for water.
(e) Surrey County Council Rights of Way Improvement Plan.
Councillors reviewed the document and AGREED the necessary responses for the Clerk to
complete and return the questionnaire.
6. ADMINISTRATION / FINANCE
(a) Annual Parish Assembly
The date for the Annual Assembly was CONFIRMED as Friday 22nd March 2024 and will once
again be a shared event with Bisley Residents Association.
(b) Document reviews
The Management Risk Assessment and the Biodiversity Policy were reviewed and ADOPTED.
(c) Payment of Accounts and Financial Statement
The financial statement as of 31st December 2023 was NOTED, the payments APPROVED, and
the cheques were SIGNED.
(d) Bank reconciliation and expenditure and income.
The bank reconciliation and expenditure and income as of 31st December 2023 was NOTED.
