AGENDA
1. APOLOGIES FOR ABSENCE
2. DECLARATION OF INTERESTS by Councillors on any of the agenda items.
3. MINUTES OF PREVIOUS MEETINGS – to AGREE the minutes of the Meeting of the Council
held on Monday 1
st July 2024.
4. REPORTS FROM BOROUGH AND COUNTY COUNCILLORS, CLERK AND RFO
To RECEIVE updates from Councillors and officers on matters relevant to Bisley
5. DECISIONS MADE BETWEEN MEETINGS
(a) To APPROVE the decision made for Steve Moore Builder and Contractor to clear the
gully on pavilion lane, and create a channel for water to drain into the ditch to prevent
potential future flooding in and around the pavilion at a cost of £250.00
(b) To APPROVE the decision made for Steve Moore Builder and Contractor to install the
handrail donated by a resident to the pavilion patio entrance step, following a recent
trip incident at a cost of £50.00.
6. RECREATION, PLANNING AND ENVIRONMENT
(a) Footpath on the Recreation Ground
To CONSIDER the quotes received for the extension of the footpath on the recreation
ground and DECIDE what action is required.
(b) Remembrance Sunday
To CONSIDER and APPROVE arrangements for this year’s event on Sunday 10th
November and AGREE on:
i) Road closures and signage required
ii) If tenders are required for ditch and car park clearance – this is normally an
extension of the ground’s maintenance provision.
(c) Planning application
To CONSIDER the following planning application reference 27/0727/FFU:
For a battery box to be installed at the junction of Jopling Road and Queens Road.
(d) The Scout and Guide Hut
To RECEIVE an update from the Scouts on progress made with their refurbishment
plans
(e) Football update
i) To NOTE the Clerks report on football bookings secured for the upcoming season.
ii) To CONSIDER the request from Woking Cougars in relation to the maintenance of
the football pitches.
(f) Car park at the Village Hall
To CONSIDER the report from the recent survey undertaken of the two soakaways in
the car park and to DECIDE what further action, if any, is required.
(g) Draft Local Plan 2019 – 2038 regulation 19 consultation
To NOTE the contents of the Surrey Heath Borough Council Draft Local Plan and
AGREE what, if any, comments are required. To further AGREE for the Clerk to submit
these comments on behalf of the Council.
7. ADMINISTRATION / FINANCE
(a) Handyman role
To REVIEW the Clerks report into handyman provision, CONSIDER the
recommendations made and AGREE what action to take.
(b) Correspondence
i) Strawberry Fayre
To NOTE the letter of thanks received from the Strawberry Fayre Committee.
ii) Village Hall 150th Anniversary Celebration
To NOTE the invitation for Councillors to attend the event on Sunday 27th October
2024.
iii) Bisley Scouts Annual Bonfire Night event
To APPROVE the request made by Bisley Scouts to hold their annual bonfire night
event on the Village Green on Saturday 2nd November 2024.
(c) Payment of Accounts and Financial Statement
To NOTE the financial position on 31
st August 2024, to APPROVE the payments and
AUTHORISE the signing of cheques.
(d) Completion of limited assurance review and audit
To NOTE that the external auditors, PKF Littlejohn LLP, have competed their review of
Bisley Parish Council’s Annual Governance and Accountability return (AGAR) for the
year ended 31st March 2024 and have concluded that the information provided is in
accordance with proper practices and legislation and that there are no matters to bring
to the parish council’s attention.
The Notice of conclusion of audit, along with the certified AGAR (sections 1,2 and 3) will
be published on the parish council’s website and noticeboards before 30th September
2024, as required.
